Thank you Troy Ness ANSWER:  the number of strands dictates how many cords there are between buckles and against the horse! But it is apples and oranges with 17/19 vs. 31 strand cutters and ropers. 17/19 are for Tied cinches and actually have that many cords against the horse. With cutters you two layers that amounts to 31 strands woven and really only end up with 16 against horse. Concept is strength and cushion. Ropers a different story in that they are double layered and woven, but really do have 31 against the horse.
