ANSWER:  I'm not sure what you mean by 'off-set brackets'. We have a pin lock insulator (TP-PL25-W)and a claw insulator(R-CT25) made for hot rope, twisted polywire, or smoothe wire that attatch to tee posts. these are made for wire to be put on a tee post.
